Kenya’s Health Cabinet Secretary Aden Duale has announced that the long-shut border between Kenya and Somalia is expected to reopen soon, arguing that the 15-year closure has failed to achieve its intended goals.

The border was officially closed in 2011 during heightened attacks by Al-Shabaab. However, Duale noted that informal crossings have continued despite the closure, resulting in significant losses in customs revenue and immigration fees without delivering meaningful security benefits.

According to Duale, reopening the border would help regulate and formalize trade that is already taking place. Kenya exported goods worth more than $130 million to Somalia last year, much of it moving through unofficial channels. For Somalia, the move also reflects strengthening regional ties, especially after joining the East African Community.

Speaking during a graduation ceremony in Garissa, Duale criticized the current situation, describing the closure as ineffective.

“The border remains closed only in theory,” he said, adding that the government is losing both oversight and revenue opportunities.

Duale also revealed that he has discussed the issue with President William Ruto and will continue advocating for the phased reopening of key crossing points, including Mandera, Liboi, and Kiunga.

President Ruto had earlier announced plans to reopen the border in February while touring Mandera, calling it unacceptable for communities to remain divided. The process was delayed following renewed security concerns in 2023, but officials now say assessments have been completed.

If implemented, the reopening is expected to restore long-standing trade and social connections between border communities, many of whom rely on cross-border movement for their livelihoods.
